Three things decide whether an operator gets boarded and what the terms look like: the licence, the scheme rules for gambling MCCs, and the reserve the acquirer holds against future liability.
Acquirers board against the licence, market by market. An MGA, Curacao, UKGC or provincial LatAm licence each opens a different set of acquirers, and traffic from a market the licence does not cover is the fastest route to a review.
Gambling MCCs (7995 and its regional treatment) carry registration, descriptor and issuer-blocking rules. Card issuers in several markets decline the MCC outright, which is why deposit routing, alternative payment methods and retry logic matter as much as the headline rate.
